Actually you can rent a car and drive to Rocky Point. Budget allows this. There are strict rules you must abide by. Foremost is purchasing additional auto insurance for Mexican coverage. This is done at the U.S. rental car location only. You cannot buy Mexican insurance on U.S. rental vehicles in Mexico.

The cost of insurance will be $30 per day for most classes of vehicles. Some larger or more expensive vehicles will require $40 per day.



In addition not all Budget locations permit Mexican travel. Authorizing locations are limited to Arizona, Texas and California.



You can only drive a rental car into Mexico as far as the 28th parallel which is Guerrero ***** or 250 into the Free Zone.



When consumating your rental contract you will need your license, credit card and passport.



After researching all this stuff I think it would be easier and cheaper to just go to San Diego. Whew!

We use Sun Diego, yes Sun Diego not San Diego, they pick us up at the San Diego, CA airport (not sure if this is an option for you). They specialize in Large vans but also have small cars, medium cars ans SUV's. We live in Virginia and fly to San Diego every year and drive to San Felipe', which is about 2-3 hours south of the border on the Sea of Cortez. Sun Diego treats us well. We usually have the car for a week. It's about $400 with car and insuarnce.

I'm almost positive that an American car rental company will not allow you to take one of their vehicles across the Mexican border because if that vehicles gets stolen in Mexico the car rental company will never be able to get it back.
